Q1. Do I need to re-apply every year?
Post-matric schemes are annual renewals. Pre-matric usually yearly as well.
Q2. Can CIC compel disbursement?
RTI surfaces the stuck step. Disbursement follows from fixing that step.
Q3. Institute refusing to verify?
RTI to the institute + complaint to State Higher Education Council.
Q4. What's the PFMS UTR?
The 22-character Fund Transfer Order reference confirming a bank's credit. Ask for it in Question 4.
