Ratio decidendi

The statutory obligation under §7 attaches to the office of the PIO, not the individual. When a designated PIO is transferred mid-application, the successor inherits the obligation from the date of charge assumption. Any §20 delay attributable to the outgoing PIO crystallises at their date of departure.
